Job Summary:
The Assurance and Handover Manager will work closely with the Delivery Unit Technical Assurance and Requirements Manager and key technical leads along with construction teams, subcontractors, and subject matter experts within the project teams. They will define work package requirement sets, along with planning the appropriate verification & validation methods to demonstrate compliance. The Assurance and Handover Manager will support further activities relating to Technical Assurance, Configuration and Technical Change Management.
Key Responsibilities:
- Provide guidance and mentoring to design and construction teams on what they have do to achieve HS2 Technical Assurance.
- Input into identification of the correct deliverables for the appropriate life cycle stages to meet the works information and technical standards.
- Carry out regular progress reviews, tracking and reporting of assured deliverables and associated certification to meet the programme timeline requirements.
- Review of the quality and completeness of assurance packs and TA documents by notifying reviewers in advance of planned reviews, follow up reviews to ensure that they are completed on time, chasing up closure of comments, informing the document control team when reviews are complete so the deliverables can be processed.
- Support activity readiness review meetings with respect to TA requirements.
- Assist with maintaining Configuration Control in relation to technical changes, standards baselines and work package deliverables.
- Understand BIM requirements and be able to use multiple quality management platforms.
- Work with design and construction teams, subcontractors, and subject matter experts to define applicable requirements for each work package and identify the appropriate verification & validation evidence.
- Support the identification and breakdown of new and existing requirements.
- Assess, monitor, and help facilitate the closure of technical debt items (deliverables which have not been closed at a particular life cycle stage like scheme design or detailed design.
- Knowledge of understanding Works Information (WI 300) and High Speed 2 (HS2) Technical standards relating to assurance and using CEMAR to check for compliance.
- Provide support and guidance on the Qualification Management processes to the wider project team.
- Support activities undertaken by the wider Systems Engineering & Assurance Team, to include but not limited to.
- Tracking Work Package Assurance deliverables.
- Contributing to Technical Assurance activities required to achieve Level 3 (L3) Certification.

Qualifications, Certifications and Experience:
- Experience within a similar role within an appropriately sized engineering organisation.
- Educated to degree or higher level or equivalent in a numerate discipline, typically Engineering discipline (or related). A lower educational level, typically HNC or HND, may be acceptable where a very significant level of experience in a senior technical engineering role can be demonstrated.
- Membership of an appropriate Professional body, typically Chartered member of Institute of Civil Engineering or an equivalent professional status.
